The basic values of society are constantly and spontaneously developing. These changes are recorded in various linguistic ways and means, therefore, the semantic mobility of a word / phraseology is an indicator of the instability of cultural meanings in different periods of society and in different social environments. Cultural ideas are integrated into cultural meanings that remain stable only for a certain time period. The author analyzes the correlations between the change in the value system of linguistic culture and the dynamics of the content of phraseological units representing its national-specific content.
