The author underlines the main theoretical postulates of contemporary Russian Ethnopsycholinguistics: national culture exists in mental, objective and activity forms; mental components of a national culture cannot be “transcoded” adequately in principle; national and cultural specificity of the social consciousness specifically manifests itself in speech activity that represents cognitive structures and mechanics of meaning formation that are specific of a certain culture. Based of this the author formulates several fundamental issues of Ethnopsyolinguistics that relate to research of national and cultural variance of cognitive and communicative aspects of speech activity. The author believes that it is necessary to develop methodology for analysis of a speech act as a representation of (cultural) knowledge. This would facilitate using speech activity theory for grounding of cognitive usage of a language.
